The Navy has taken the lead in modernizing its Navy College and Voluntary Education programs, ensuring Sailors have the same opportunities as their civilian counterparts. The goal is to provide online access and support to Sailors pursuing voluntary education at the time and place most convenient for them, using the already familiar virtual tools. The redesigned Navy College Program (NCP) website optimizes the ability for Sailors, commands, and academic institutions to access information. Sailors are able to find specific educational material tailored to their individual needs – from getting started on their education path, to applying for Tuition Assistance, to taking those final classes for a Master's degree – it's all here.

In addition, enhanced customer service technology provides the capability to live-chat with a Navy College Virtual Education Center (NCVEC) staff member, submit a call-back request, search the Knowledge Management database, and navigate through a Wizard tool which provides individualized information based on Sailor responses. The website's virtual tools can be accessed from a smartphone, tablet, or computer. Additionally, the NCP mobile application offers Sailors mobile access to voluntary education planning tools and applications previously available only via shore-based Navy College counselors.

This mobile app allows Sailors to submit Tuition Assistance (WebTA) applications and degree plans, schedule counseling, and complete Tuition Assistance training requirements. As part of the Navy's transformation, the NCP launched an updated My Education module in June 2017, significantly improving the WebTA approval process.

The new system will enable faster WebTA authorizations, enrollments, grade posting, and invoice payments. The redesigned United Services Military Apprenticeship Program (USMAP) and Non-Resident Training Course (NRTC) websites provide Sailors with a streamlined ability to identify and register for the certification or preparation programs they need to excel.

“Based on Fleet feedback and improving industry standards, we have added three new IMI courses that should improve the experience.” (1) The Navy Tuition Assistance training IMI replaces the previous WebTA Policies and Procedures course, and emphasizes the tenets of Navy TA Policy and the WebTA application, approval, and authorization process. This IMI is available in the My Education Module of the NCP website. (2) The Navy Virtual Counseling 101 training IMI provides Sailors with information and guidance on establishing education and career goals, selecting and applying to an academic institution, and an understanding of the higher education life cycle.
